UN-APPROVED MINUTES

Call to Order:

Upon proper notice, posted April 1st, 2006, the third meeting of the Gentry Park Home Owners Board (the Board) was held on April 3rd, 2006 @ 8:05pm; called to order by Ron Seals, President.

Attendance:

The following board members, being a majority of the Board and meeting the requirements of quorum set forth in the bylaws, were in attendance:

Past Gentry Park Board Meeting Minutes:

Ron motions to approve Feb 2006 and March 2006 Board Meeting Minutes as registered and posted by Steven Gongage. Al Kiczula seconds the motion. All four attending Board Members agreed. The Feb 2006 and March 2006 Board Meeting Minutes are approved.

Committee Reports:

- ARC Committee-Al Kiczula brings up his neighbor wanting to screen in his patio. Jim Boyle reminds the Board of the procedures/requirements set-forth in the Covenants. The Home Owner must fill out an application with Boyle Management; Upon completion, mail via USPS to Boyle Management (c/o Kristi Carnesale, CAM); upon which it will be forwarded to the ARC Committee who has up to 30 days to approve, deny, or request further detail/information regarding the application. The approval does not become official until an OK letter is in the hands of the registrar. A copy of the approved/denied paperwork will be placed in the Home Owners file held by Boyle Management.

Patty Kenny suggested a PDF file be posted on the www.GentryPark.com web site for downloadable access to all Home Owners. All in agreement; Board requests Steve Gongage to post ARC forms. Al Kiczula to send out postcards to all Home Owners alerting them to the Gentry Park web site, www.GentryPark.com and it’s posted information.

Old Business:

- Satellite Dishes
Jim Boyle and Kristi Carnesale, Boyle Management, toured Gentry Park approx. two weeks ago and gathered a list of addresses of Satellite Dishes not correctly mounted to the home in accordance with the Gentry Park By-Laws. Of the total mounted Satellite Dishes, only one to two was mounted in accordance to the Home Owners Manual. Boyle Management sent out a letter to each violating Home Owner putting them on notice. Per Jim Boyle, some responses were good and some bad. Jim Boyle suggests that the mounted Satellite Dishes will inevitably damage the roof, causing water leaks, rendering the Home Owner personally responsible for repair. Once the time comes for roof repairs, a special assessment to that particular building, and the owner will be held financially accountable for additional repairs to due violated mounting procedures. Per Jim Boyle, the Home Owners will be made aware of their Satellite Dish Violation; violation will be noted on the Home Owners file held by Boyle Management.

- Parking
Jim Boyle tells the Board that he “tagged” a couple of vehicles in violation (expired tags) two weeks ago, April 4th. He has not followed up on the outcome of the tagging. Who owns the land the cars are parked on is still an open issue; towing these vehicles not officially on Gentry Park property may not be possible until Jim Boyle can have Carol Rumley, LCAM, Leland Management, to sign off on a Quick Claims Deed. Jim Boyle to contact Carol Rumley regarding this issue. Ron brings up the Westcott Cove Blvd. street parking; Proposing we put up signs prohibiting overnight parking on the street. Al mentions parked work vehicles with trailers and we should follow the parking limitations of downtown Orlando, 6pm-6am.

Jim Boyle asks the Board, who will monitor? Rob Edwards raises a concern for overnight guests and where do they park with not much additional parking space available on weekends. Rob is concerned about break-ins and where do Home Owners park their additional cars? Ron and Al feel strongly that the Board must uphold the Home Owners Covanants.

Ron asks Boyle Management (Kristi Carnesale) to contact a Towing Company. Jim Boyle will order the No Parking Signs with the following verbiage: Name of Towing Co., Phone Number, Tow Away Zone, No Parking (9pm-6am). The signs to be installed on both sides of Westcott Cove Blvd. He will have them installed in concrete buckets in the ground. Jim Boyle tells the Board that the signs must be installed 24 hours prior to towing. They are to be placed, in accordance to law, at each point of entry to the complex and approx every 30’ on both sides of Westcott Cove Blvd. Al mentions his concerns over alley parking and possibly needing signs there too. Ron decides we should wait and see. Patty inquires about costs associated with contracted a Towing company and making and installing of signage. Jim Boyle will email the Board costs with in the next week. Only the Board Members and Boyle Management will be authorized to call the Towing Company to report violations.

- Irrigation repairs and Scheduling
Per Jim Boyle, the irrigation heads cannot currently be repaired and cannot add more. Due to drought conditions, we are not authorized to water more than 2x a week. Jim doesn’t have the current water schedule—Kristi to check with Scott. Ron queries the type of water we are using. Jim states that we are using reclaimed water.

Ben Walters was working on sections that need to be repaired. We have too much water pressure—it’s blowing the pipes apart. If there is a sprinkler head that is in need of repair, the Home Owner is to Red Flag the sprinkler head. Per Jim Boyle, red flags can be purchased at a local hardware store (Home Depot/Lowes). Al reminds the Board and Boyle Management that he, Joe Doerhoff, and Ben Walters walked around Gentry Park during the transition accessing the work that needs to be completed. Per Al, Ben agreed to pay for all fixes—that has yet to be finished. Jim reminded the Board that he was not present during this inspection.

Per Jim Boyle, repairs for 1, 2, 11, 6, Timer C is $4,000. Repairs are needed to all zones. Jim to contact Ben Walters for the above mentioned repair approval and sign-off.

Ron mentions tree replacement; Jim says that there is no use putting in new trees without proper irrigation. Punch list, supplied by Joseph Doerhoff, to be revisited with Ben Walters. Al volunteers to send the Punch list to Jim Boyle and Ron Seals. Ron and Jim agree to discuss the list with Ben Walters.

NEW Business:

- Exterior Building Conditions
Al Kiczula expresses his concern for cracks on the outside of the buildings mainly on the outside units between the house structure and the joining patio wall; also, who is responsible for the upkeep of the white window moldings that need to be maintained/caulked. Jim Boyle states that these are settling cracks. A question comes up who is responsible for the interior walls of the Home Owners patios. Jim reminds the Board that general building maintenance is responsibility of the HOA, which includes all outside painting, including the patios. Jim Boyle suggested we take on one building at a time; starting with the first built. Jim will cost out one unit at $35/hr plus materials to re-caulk stucco and moldings and repaint the stucco. Jim warns the Board that due to fading paint there may be a color discrepancy. The Board approves this and Jim will notify the Board of costs. The HOA will notify each of the unit Home Owners prior to maintenance so that they can make necessary arrangements for the repair people to gain access to their patios. The Home Owners are to call Kristi Carnesale at Boyle Management to make arrangements. Per request of the Board and once information is gathered on the first building, Kristi will be able to schedule maintenance times per building.

- Discuss Communications Committee, etc
Ron Seals tabled this discussion until Steve Gongage returns.

MISC Business:

- Monthly Financials
Ron verified with Jim Boyle that he will email the Board the monthly financial report, including delinquent accounts. Jim stated that he would email the Board around the 20th-25th of each month.

May Agenda
Patty verified with Jim Boyle that he will handle and disseminate the May 1st, 2006 HOA Board Meeting. Ron will verify with Vista Lakes that it will be held in the conference room at the Vista Lakes Community Center at 6:30pm. Patty requested that a discussion of a Gentry Park Neighborhood Watch Program be added to the agenda

Adjournment: Ron Seals makes a motion that we adjourn this meeting. The motion is duly seconded by Al Kiczula and carries unanimously. The meeting is adjourned.
