Call to Order:

Upon proper notice, posted May 1st, 2006, the fourth meeting of the Gentry Park Home Owners Board (the Board) was held on May 1st, 2006 @ 7:00 pm; called to order by Ron Seals, President

Attendance:

The following board members, being a majority of the Board and meeting the requirements of quorum set forth in the bylaws, were in attendance:

In the absence of a sitting Secretary, the Gentry Park HOA Board Meeting Minutes were taken by Patty Kenny

Past Gentry Park Board Meeting Minutes:

Ron motions to approve April 2006 Board Meeting Minutes as registered by Patty Kenny and posted by Steven Gongage. Al Kiczula seconds the motion. All four attending Board Members agreed. The April 2006 Board Meeting Minutes are approved.

Financial Report:

Kristi Carnesale, LCAM, Boyle Management, reviewed the Finacials from March 2006.
Patty questioned Kristi about the obligations of Annan Landscaping Co. What is there list of tasks we are paying $2400+/month for? Kristi will verify this information for the Board and get back to us on this. She did mention that they are suppose to fix broken sprinkler heads and pick up papers prior to mowing. She was informed that the picking up the paper portion was not being done.

Patty queried the double fee posting by Boyle Management; it is thought that Boyle did not post for Feb 2006. Kristi to verify. Late notice chg: $5/per; Intent to lien chg: $ 25/per, then it goes to the Atty, Matt Firestone to file a lien. Each notice is a one time letter, 30 days to respond prior to going to the next level of notification

Reserves Question: should it be one Reserve for all buildings or one Reserve per each building? Keeping track of each Buildings Reserve; Al seconds this motion, all agree.

President's Report: (Vista Lakes News)

- No Parking Signs:
Hot topic. Ron presented and explained the Board’s actions leading to putting up the No Parking Signs; to uphold the laws set forth in the Gentry Park and Vista Lakes Handbooks signed off by the Gentry Park Home Owners at signing.

Boyle Management posted the No Parking 9pm-6am signs, without notice to the Home Owners or the Gentry Park HOA Board. Some of the Home Owners, including Dave Garcia, are opposed to this solution. Ron reminds them that the HOA Board is only upholding the laws set forth in the Gentry Park and Vista Lakes Home Owners Laws. Home Owners suggests alternatives such as: one side of the street parking, alternating parking on Tues and Thurs. Cynthia B. questioned a petition with enough signatures to overturn the Board’s ruling. Ron said yes. Sandra M. asks the Home Owners not infavor of the No Parking if they had read the Home Owners Manuals for Gentry Park and Vista Lakes that it is stated in there about No Parking at any time. Ron explains that he felt that this was too strict and relaxed this by curbing parking from 9pm-6am. The Board asks the Home Owners to help think up positive solutions. This is an open issue.

As was agreed in the April 2006 HOA Meeting, Boyle Management did not notify the HOA Board of the fees/costs associated with the purchasing and implementing the No Parking Signs. Kristi C. reports that the Towing Signs are $ 35/ea, the City Sign underneath is $ 15/ea, No Parking Signs are $29.50/ea, Labor amt has not been disclosed. Total without labor is $347.22 + tax. Kristi to get labor costs from Jim Boyle. Al raises an ethical issue stating that Boyle Management did not gather three quotes prior. Property Support Services is associated with Boyle Management and executed the No Parking Signs task.

- Status of Lots not included in Association Documents:
Ron briefed the Home Owners of the current status of the Annexation. Ron read through the letter he received from Ben Walters, Inland Homes, asking that Inland Homes and their attorney (for over 25 years) only be involved. Inland Homes does not want Matt Firestone involved and do not want to incur his costs associated with the Annexation. Ron asks the Board for their approval. Patty suggests giving Ben Walters/Inland Homes a time frame with a full status of progress. Rob E suggests that Gentry Park HOA gives Ben Walters, Inland Homes 15 days to submit a proposal of the course of action. All in agreement. Ron elaborates with the Home Owners the effects of not having a full HOA and Al explains that what Home Owners do not join Gentry Park HOA will be picked up with Vista Lakes HOA and the monthly fees could realistically triple to $300/mo.

When in that case, they would strongly consider joining the Gentry Park HOA. A Home Owner, Pat Sullivant, asked if Vista Lakes can aid in this annexation, Al responded by saying that Ben Walters, Inland Homes has of yet responded to calls regarding this matter. Inland Homes is no longer building in Vista Lakes, so the point in mute with Vista Lakes.

The Board briefs the Home Owners on the "door-to-door" campaign, with Patty as the Notary, to gain signatures to the Gentry Park HOA. Rob E suggests doing a "every-Saturday-at-the-mailboxes" to gain the balance of the signatures to have a complete HOA. This is an open issue until Patty completes her Notary exam and moves forth with the application to be approved by the Board.

Old Business:

- Stucco cracks
Kristi emailed Ben Walters, Inland Homes, on April 27, 2006 asking if these stucco cracks are covered under the sub-contractors warranty. Ben Walters responded on April 27, 2006 stating that some of the pictures that Kristi sent Ben were probably covered under the warranty and that the Home Owners are to call 1-888-B-SOLVED. And that each of the Home Owners should have received a “Homeowners handbook” and a “warranty booklet” that describes the proper protocol should these issues arise.

- Punch List
No response as of yet from Inland Homes regarding the Punch list for the past four weeks. Al suggested we contact Matt Firestone, GP Attorney for intervention. The Board wants him to send a letter to Ben Walters, Inland Homes, giving him a time frame to complete the Punch List or GP HOA will fix the items and bill Inland Homes for reimbursement.

- Satellite Dish Status
Al statused the Board and the Home Owners about the Inland Homes lack of involvement while being in charge of the Gentry Park HOA prior to turnover regarding the reckless mounting of the Satellite dishes to the roofs. Ben Walters, Inland Homes, told Al K. that roof mountings may void out the roof warranties—Additional costs to be incurred by the Home Owners with improperly mounted Satellite dishes. Kristi C, LCAM, suggested that removing them now may cause more damage to the roofs. Ron does not want the Satellite Dishes mounted to the main housing structure, they should be mounted to the eave of the garages. Rob E explains to the Home Owners and the Board about the eave structure and how it’s much more secure this way. The ARC Committee can legally have the Home Owner remove an improperly mounted Satellite Dish.

- Neighborhood Watch Program
Vista Lakes security—Guard spends most of their time watching the pool after hours. Ron presented to the Board and Home Owners, Carol Rumely suggests all neighborhoods sharing security since some of the other neighborhoods have had vandalism. An open issue.

- Current Home Owners List
Patty asks Kristi for the status of the updating of the Home Owners list of names and addresses. Kristi states that this is complete and will email it to the Board members.

NEW Business:

- Hiring F/T Maintenance Person in leu of Annan Landscaping?
Al statuses the Board and Home Owners stating that yearly income for this position is too expensive. Annan suppose to maintain the irrigation. Kristi to drop off "red flags" to Al for the Home Owners to put down near broken water sprinklers.

- Speeding in GP/Bristol Channel Way
Al suggests a speed bump to slow down speeders/stop sign neglectors; worried about people being hit. Kristi to research what company does this. Kristi mentions that Orange County has a grant; GP to apply to the County for a free speed bump. Al suggests the position to be between the Green and Ocre buildings

- Insurance Cancelled
Krist reports that Boyle Management got a notice stating that HOA Insurance Liability is cancelling Gentry Park HOA; this insurance protects the Directors and the Officers of the HOA. The GP Townhomes are listed as "single family", buildings are deeded fee simple, meaning each Home Owner has to have Home Owners Insurance to cover the building and personal belongings. (Kristi states that the HOA Insurance covers the roof repairs and paint). Matt Firestone, GP Attorney, may need to review the Insurance Company and outline it for the Home Owners. Al asks how were the homes deeded through Inland Homes? Single family? What is the stipulation? How does this impact the Insurance? Should we pay HOA Insurance through Gentry Park? Art the Home Owners required to show proof that they carry Home Owners Insurance. Kristi states that all Home Owners need to have a current paid policy. She will check into this status with Boyle Management. Roof Insurance fixed, responsibility of the ? Home Owner, Pat Sullivant, asks about one contractor for hire. The Board and the Home Owners agree that the GP documents should stipulate that incase of damage to a building, only one contractor should be hired to fix the damage to be paid by all of the Home Owners’ Insurance associated with the repair(s). Kristi reports that Boyle Management is seeking out and getting bid on new Insurance companies.

- Current Contracts
Kristi confirms with Ron and the Board that Boyle Management contract was signed by Ben Walters. Kristi to scan and copy the Board on all current contracts for the GP HOA Board.

- Empty Board Seat
Ron explains to the Home Owners that Steve Gongage, Secretary, has stepped down from his position on the GP HOA Board. He outlines the needs of the seat and requests that interested people inquire/apply with Kristi C at Boyle Management.

Committee Reports:

- ARC Committee- Al Kiczula
Ron mentions that there is currently one active member of the ARC Committee, Al Kiczula, and we are recruiting more volunteers. Home Owner, Tiffany Enger submitted an application for installation of a Satellite Dish.The Board and Home Owners agreed that mounting it to the garage eave is the solution.

MISC Business:

- Letter being sent out to all GP Home Owners -
Kristi will be sending out a letter to all GP Home Owners alerting them to the following: empty board seat, vacated by Steve Gongage; mentioning the Speed Bumps, explaining the No Parking Signs, outline the warranty(stucco cracks) and Home Owners Insurance needs, GentryPark.com web site, and looking for volunteers to sit with Al K. on the ARC Committee.

Adjournment: Ron Seals makes a motion that we adjourn this meeting. The motion is duly seconded by Al Kiczula and carries unanimously. The meeting is adjourned.
