Call to Order:

Upon proper notice, posted August 5th, 2006, the seventh meeting of the Gentry Park Home Owners Board (the Board) was held on August 7th, 2006 @ 6:30 pm; called to order by Ron Seals, President.

Attendance:

The following board members, being a majority of the Board and meeting the requirements of quorum set forth in the bylaws, were in attendance:

In the absence of a sitting Secretary, the Gentry Park HOA Board Meeting Minutes were taken by Rob Edwards

Past Gentry Park Board Meeting Minutes:

Jeffrey Bracey requested/suggested that several copies of the previous months minutes be printed prior to the meeting so that those who do not have Internet access could have them available at the Board Meeting. After discussion, Kristi agreed bring 10 copies to the Board Meetings.

Rob motions to approve July 2006 Board Meeting Minutes as registered by Patty Kenny and posted by Steven Gongage. Al Kiczula seconds the motion. All three attending Board Members agreed. The July 2006 Board Meeting Minutes are approved.

Financial Report:

Kristi Carnesale, LCAM, Boyle Management, explained that financials for the previous month are normally not ready by the Board Meeting because it's held too close to the beginning of the month. However, July 06 should be ready by the Sept 2006 HOA Meeting. Kristi confirmed that our actual expenses for June 2006 were $13,570.81 and the budget was $12,750.87 which resulted in a variance of $819.94 over budget. The main reason was due to legal expenses which we should recoup as homeowners pay their delinquent assessments.

Delinquency: several homeowners are working with Boyle Management and the attorney to pay their assessments. One HO (ref #7214-30 has not communicated with the Attorney/Jim Boyle. Kristi needs the HOA Boards Approval to move forward to begin the foreclosure process. Al motions to go forward with the process, Rob seconds the motion, the Board agrees.

Owner Repayment Plan: one Home Owner has been on a payment plan with Boyle Management to pay back HOA fees. After slipping on repayment, Kristi asks the Board the course of action. Ron motions to accept the HO’s continual monthly repayment, Rob seconds, and the Board agrees.

The total delinquencies for July and August were $8893.95 (everything is assessed at the beginning of the month.)

A motion was made by Al to approve June's Financial Report and was seconded by Rob. The motion was approved.

President's Report: (Vista Lakes News)

   - Vista Lakes Turnover: Ron has been working with Carol Rumley; the VL Turnover for 2007 currently has a Transition Committee in place. If any one of the GP HOs are interested in running for the VL Board, let Ron know. There will be three committees formed, Nomination, Finance, and Communication.

   - VL Center t/b converted: What do we residents want the VL Community Center to be? Email Ron Seals (rseals@cfl.rr.com) and let him know.

   - August 1st @ 6pm (VL Community Center). GP had a table and there was information regarding Neighborhood Watch. Even though we talked with quite a few people, only one person indicated enough interest to sign up. If you are interested in signing up, or just would like more information, please let us know.

   - Neighborhood Meeting: There is a neighborhood meeting on August 10th to discuss surveillance cameras at the park. The idea is to mount cameras on poles and record any vandalism that occurs.

   - Vista Lakes Board Meeting: August 15th. They are also looking for people to serve on the board.

Old Business:

- Irrigation:
We now have a temporary water meter in place which alternates sides twice a week. We were told that irrigation occurs during the night, beginning around midnight, so that there is less evaporation and less chance of fungus and mildew.

Initially, Inland hooked into Vista Lakes potable water line, on a temporary basis. Orange County Utilities wants us to hook into their reclaimed water system. Inland is disputing OUC's requirement for us to use reclaimed water for irrigation. If the ruling is for reclaimed water, it will cost us less but Inland would have to run a line from Lee Vista Blvd to our system. So, until this is resolved, we will be using potable (drinking) water for irrigation.

There are two areas, one at each end of the property, where you can see orange flags. The end closest to Chickasaw Trail is where the temporary water meter is located and the flags are there to help prevent people from walking into the pipes. The area by Saratoga, where part of the sidewalk has been removed, is where we had a water line break. Kristi is coordinating the sidewalk repair with Vista Lakes.

- Tree Pruning
Kristi is still working on an arborist to evaluate the trees. Once evaluated, we will move forward with proper pruning for this type of tree. Ron mentioned that he would like a report from the landscaper regarding when and how they have trimmed the trees, or will trim the trees.

She is also working on getting an exact figure on how much sod, plants and bushes need to be replaced. She will then get quotes and submit them to Inland Homes so that they can select a contractor to replace the damaged landscape, at their expense.

- Annexation
Al went door-to-door on Sunday, July 30th to give delinquent Home Owners a final chance to sign their joinders. He didn't have much luck as many of the residents were renting; but they said they would forward the information on to their landlords. To date, 26 Home Owners still haven't signed. Kristi said the attorney wanted to know who is paying, even though they haven't signed the joinders. She also said that there are only 2 Home Owners that are significantly delinquent but would need the board's approval to give the attorney the go ahead to proceed with the legal action. We told her to allow the attorney to proceed.

- Speed Bump
Kristi reported that the OC Grant Program would cost us $1400 per speed hump. We were discussing 2 on Bristol Channel (we'd have to get Vista Lakes approval) and 2 on Westcott Cove. She is also going to check with other companies to get prices to pour concrete and asphalt the humps. Finally, she is to check with the city and county for jurisdiction and code requirements. In either case, we would need to get Home Owner approval for a special assessment before moving on with this project.

- GP Notary
Ron tells the HOs that GP will have a Notary on hand to help finish signing up the 30% of the unsigned HOs and also be available for your personal matters. Patty Kenny has been notarized and will be available to start in August 2006. Al motions to reimburse Patty for her expenses, Rob seconds the motion, the Board agrees. Boyle Management to reimburse Patty.

- Utility Boxes Relocation
Kristi has contacted Brighthouse and Bellsouth and is attempting to coordinate repairs of the utility boxes and also to discuss remedies to prevent the damage from re-occurring.

- New Board Member Needed
We are still looking for another Board Member to sit on the GP HOA.

- Street Signs
The GP streets belong to GP. OC signs are Orlando city signs and will need to be changed. A sticker can be obtained and placed over the Lake Eola logo. Kristi will get estimates on having the signs moved back further from the street.

- No Parking Signs
Still a hot topic. Ron explained the origin, enforcing the GP Doctrine that we all signed; this also falls under the VL Doctrine. Even though there are 40 spaces in the overflow parking area, some feel it is unfair to those who live on Westcott Cove, especially if they have oversized vehicles that won't fit in the garage. We have listened to several thoughts you had and have loosely formulated a solution, which we'll present later.

- Punch List:
Kristi is continuing to work on the punch list from the original turnover and will be meeting again with Ben from Inland Homes.

NEW Business:

- Real Estate Sign Posts:
Al made a suggestion that sign posts be used to advertise town homes for sale or rent instead of sticking various signs in the windows. Ron mentioned that we might have to change the bylaws so we decided to leave things the way they are.

- Trash Bins:
Some residents are leaving their trash bins out all of the time. We'd like to remind everyone that they are to be stored in the garage. Waste Management can actually fine residents for leaving them out. Outside repair to the buildings

- Window Blinds:
Some residents have changed their window blinds to other than white. Blinds are to be a uniform white color.

- Dogs:
We also have had some complaints about residents walking their dogs and not cleaning up after them. Out of courtesy to others, please do so.

Also, there were complaints about barking dogs. The first approach would be to mention the occurrence(s) to the Home Owner. If that doesn't resolve the situation, send or email a note to Kristi and if she has had other complaints, she will send the owner a letter. If the pet is a nuisance, you may have other recourse through Animal Control.

- Parking Solution:
Rob presented a tentative proposal regarding a solution for the parking situation on Westcott Cove. We've incorporated many of the suggestions but it is just a rough draft right now. We'll be posting the proposal soon and we'd like to get some feedback from the residents on Westcott Cove, as they are primarily the ones affected.

In a nutshell:
   - Westcott Cove Blvd will become a one-way street
   - Overnight parking will be for residents of Westcott Cove Blvd
   - Parking will be by permit only. Only 1 permit will be issued per house hold
   - Residents may only park in front of their town home and there will be no parking spots on the road between buildings.

Once the proposal is finished and posted on the web site, Jeff Bracey and I will pass out flyers to let residents know. Of course, we will have to get the approval of the residents on Westcott Cove before we can do this. Hopefully, we can do that by, or at, the Home Owners meeting in September (Date to be announced).
